  Municipal Development

Department Responsibilities:

The Municipal Development Department is responsible for the City's current planning and development (including the processing of rezoning, development permits, and Agricultural Land Reserve applications); subdivision approvals; environmental planning, and long-term land use planning (including regular updating of the Official Community Plan); property records maintenance; building permits and inspections; bylaw enforcement; business licensing and one stop business registration; and dog licensing.

To promote economic development more effectively, the City, the Chilliwack Chamber of Commerce and the Downtown Business Improvement Association have formed Chilliwack Economic Partners Corporation (CEPCO). The partnership is dedicated to providing day-to-day services to the business community, while planning and implementing the overall economic development strategy of the City. At the same time, the Municipal Development Department serves entrepreneurs in technical areas such as zoning questions. OCP policies and projections of growth and development needs.     Chilliwack Mountain Comprehensive Development Plan (1996)
  • Chilliwack Mountain Comprehensive Development Plan was completed in 1996. Although it was not formally adopted as part of the OCP, it was endorsed by Council and has guided the development of Chilliwack Mountain ever since.

    Official Community Plan
  • The Official Community Plan (OCP), developed through an extensive community-based process, sets out the City's growth management strategy to 2010, providing direction for future development and growth, including urban and rural development, residential and economic development, environmental protection, parks, transportation, recreation and service infrastructure.
    Planning Projects
  • Affordable Housing Strategy, Downtown Land Use and Development Plan, Downtown Neighbourhoods Strategic Plan – Beyond the Core, and Age-Friendly Planning.
    Promontory Development Plan (1994)
  • The primary purpose of the Promontory Development Plan (1994) is to facilitate the building of a viable, all inclusive community in Promontory.
    Regulatory Bylaws (including Zoning)
  • The most commonly requested regulatory bylaws, and where applicable amending bylaws have been consolidated with the original bylaw.
    Revitalization Tax Exemption
  • The Official Community Plan for the City of Chilliwack identified the revitalization of the downtown as a priority. In 2004, the Community Charter was introduced, offering a new revitalization tax exemption opportunity. As a result of this, the City of Chilliwack has now established a downtown revitalization tax exemption program.
