REQUEST FOR EXPRESSIONS OF INTEREST (RFEI)

"EVANS ROAD CONNECTOR"
DESIGN - BUILD PROJECT

The City of Chilliwack announces the commencement of a competitive two-stage process leading to the selection of a proponent for the development, design and construction of the Evans Road Connector Project. This RFEI process is intended to identify (shortlist) a maximum of three proponents with the necessary capabilities, resources, and environmental practices to perform the work. The short-listed proponents will be eligible to participate in the Request for Proposal process in the subsequent stage.

The goal of the Project is to develop a connection between and improvements to the existing Evans Road and Ashwell Road to further improve the north/south transportation network within the City, and to implement additional road and bridge facilities. The proponent’s team must have the ability to recognize the potential for development of lands adjacent to the Project.

The scope of work may include, but not be limited to:

The construction of the Evans Road / Trans Canada Highway overpass;

Potential for eastbound off-ramp and westbound on-ramp access to Highway #1;

A Northern extension of the new Evans Road Parkway connecting to Ashwell Road; and

Development of lands adjacent to the project.

Sealed Expressions of Interest clearly marked with the proponent's name, address and "Evans Road Connector Project" shall be received by the undersigned at the office of the City of Chilliwack not later than 3:00 p.m., local time, December 10, 2002. Proponent teams or individuals not possessing the complete expertise, ie., land development, design and construction, will not be considered.

The RFEI package will be available for pick-up beginning October 29, 2002 at the City Clerk’s office at the City of Chilliwack. Inquiries may be directed to "Eric Dyck, Project Manager" at (604) 793-2739. The document is also available on the City of Chilliwack website at: www.chilliwack.com/bids

A Pre-submission meeting will be held in Council Chambers at City Hall at 10:00 a.m. on November 13, 2002.
